Shortest possible section: 197 mm / 7.76 in. DIGITAL has an onboard fully functional decoder and its own CV address. It has up to 14 individually controllable outputs connected to LEDs. Every LED can be individually switched on/off. Two of the outputs can drive tail lights (not included, but also available from Train-O-Matic).
